Essential Duties and Responsibilities:

  1. Supporting the development of an evaluation matrix (including the identification of evaluation questions, methods, and data sources).
  2. Conducting desk review of project documents and other external sources.
  3. Assisting in the design and implementation of data collection instruments and protocols
  4. Supporting/leading the project team to develop key project deliverables (inception report, workplan, field plan, final evaluation report, dissemination material)

As an Evaluation Specialist, the incumbent must lead development and implementation of Evaluation Management strategies, policies and practices. The position may require occasional national and international travel.

Essential Duties and Responsibilities:

  1. Guide the project teams to develop evaluation work plans and resource plans based on expectations set in evaluation ToRs and AAN’s technical proposal;
  2. Lead kick-off meeting/s with the clients (as technical focal from AAN) to seek clarifications around programme and evaluation expectations where required;
  3. Guide and moderate session/s with PTs to understand evaluation objectives and questions (as listed in the TORs/Proposals) and take lead in developing the Evaluation Matrix (EM;
  4. Develop the Inception Report (including Evaluation Tools; Analysis Plan) and improve the draft and final products based on internal and client feedback;
  5. Support project team in designing and implementing the training of field based resources (remotely or in-person);

  10. Support PMO in setting templates, standards and other documentation for consistent and quality delivery of projects in future;

Minimum Requirements:

  1. Masters’ and/or above degree from a reputable university, preferably from an internationally recognized institute.
  2. At least Eight (8) years of work experience in designing and/or implementing evaluations for social and development initiatives.
  3. Prior knowledge of quality assurance mechanisms for evaluations applied by UN agencies.
  4. Candidates with a strong research background will be preferred.

Identification, Bid Development and Follow-up

  1. Lead formulation of Multiyear BDU Strategic Plan and translate that to Annual BDU Plans, implement, track and document learning to feed into the bigger plans.
  2. Lead/ supervise business scouting/scanning and shortlisting, preparation and submission of competitive and winning bids (both technical and financial), run quality checks, and follow-up with clients.  Lead client presentations and negotiate on successful bids.   1. Create analytic reports and dashboards using program data that demonstrate an initiative’s performance and outcomes for the client.

Key tasks and responsibilities:

  1. Anchor the evaluation execution following the contract signing to close-out by taking lead at each step (i.e., planning and initiation, research design, literature review, kick-off, inception, field planning, data collection, data processing/management, analysis, reporting, dissemination, and knowledge documentation) of the project/evaluation.

  11. Work together with PTs/PMO on assignment closure documentation including lessons learnt and share ideas with PMO team for improving AAN’s evaluation management practices and tools (EPM, EPM Training Package, and others);
  12. Support PMO in setting templates, standards and other documentation for consistent and quality delivery of projects in future

Requirements:

  1. Masters’ degree from a reputable university, preferably from International recognized institutes.
  2. At least Ten (10) years with 6 years of relevant/similar work experience, preferably in evaluations of social/development sector initiatives.
  3. Prior knowledge of quality assurance mechanisms for evaluations applied by UN agencies.

  1. Excellent/strong standards of verbal and written English
  2. Strong Projects Planning and Management Skills
  3. Self-starter, Multi-tasker & resilient to work under multi-sectoral/cultural teams
  4. Computer proficiency (MS Word, Excel, PowerPoint, relevant software),
